Kelly’s public sector career began in 1998, when she joined the Crown Office and Procurator Fiscal Service. There she was responsible for investigating serious crime and complaints against Police Officers, before being seconded to the Scotland Office as Energy Policy Advisor to the Secretary of State for Scotland.
Kelly later joined the Rail Directorate team of Transport Scotland at its inception where she worked on rail projects and policy, before leaving the public sector to join Jacobs. There, she played a key role in the delivery of STPR(1) including responsibility for all rail-related input, and she led Edinburgh to Glasgow Rail Improvements Programme feasibility study. Since then, her strategy and development work has spanned highways, aviation, aerospace, defence and technology.
Kelly is currently Head of Sustainability and Client Strategy at Clearview Intelligence Limited – a data and technology company committed to making road and active travel networks safer, smarter and more sustainable.
