Phil attended the universities of St Andrews and Glasgow. He joined the Scottish Government in 2018 after making a move from higher education and research into the world of climate change policy. He has worked in Transport Scotland since 2020, initially on the transport components of the Scottish Government’s Climate Change Plan update, and more recently on the route map to achieve a 20% reduction in car use by 2030.

Phil currently leads on Sustainable Transport Demand for Transport Scotland within the Strategy & Analysis Directorate.
