Tom de la Rosa is the programme manager for the Environment Agency’s £200m flood and coastal innovation programmes (FCIP). Tom’s experience spans the Environment Agency, both nationally and operationally where he has supported strategic planning, incident response and integrated water management.

Prior to becoming the FCIP programme manager, Tom managed Highways England’s natural flood management research programme which included innovative funding and governance mechanisms such as reverse auction funding direct to landowners.

Tom’s current focus is sharing the learning of the projects within the FCIPs in order to enable broader rollout of resilience, adaptation and transition actions to meet the challenges of climate change.

Tom is a chartered water and environmental manager with CIWEM and chair of the Winchcombe Community Allotments and Orchard CIO.
