A Director in Jacobs‘ Connected Places and Digital Infrastructure team, Andrew works with data, technology, and connectivity to boost economic performance, social equity and resilience in cities and communities. From sustainable infrastructure to reimagined, digitised public services and assets, he helps governments, cities, communities and private-sector clients create better places for the communities they serve.
Andrew is a contributor to the World Economic Forum’s G20 Global Smart City Alliance and Centre for Urban Transformation, having led their policy initiatives on open data and whole-of-lifecycle infrastructure management for cities. He is qualified to assess AI systems (IEEE CertifAIEd) and is also a Visiting Fellow of AI Practice at the Mohammed bin Rashid School of Government.
Before switching to the private sector, Andrew spent 14 years in leadership positions in two of the world’s most advanced city governments – London and Dubai. He served two London Mayors, transforming the city’s analysis function through initiatives like the London Office of Data Analytics. Andrew played a leadership role in the development of the London Office of Technology and Innovation – a vehicle designed to help London’s public services innovate together. He established London’s first smart cities team and has experience of running complex, partnership-led urban technology testbeds in multiple cities. In Dubai, Andrew produced the Middle East’s first set of AI guidelines for the UAE Government and led the development of an AI-ready digital infrastructure strategy. He also has non-exec experience in a public-private sector technology investment setting and has mentored high potential technology start-ups.
